Hong Kong ’s contribution to greenhouse gas emissions is mainly generated from energy consumption. To develop a sustainable economy, the HKSAR Government and many organizations have been promoting the use of renewable energy (RE) to restrain the environmental impacts caused by the increasing need of energy.

RE is considered as one of the essential components of a sustainable energy system of many countries. It never runs out, and it is much cleaner than the conventional energy generated from fossil fuels. More importantly, RE can provide new opportunities for economic development and “green collar” employment. However, the challenge for Hong Kong is to find a way to obtain regular and cost-effective electricity from renewable sources - especially given that the current RE technologies, such as wind turbine installation, tend to be land-intensive.

CLP’s Proposed Offshore Wind Farm
a world landmark renewable energy project


CCBF invites you to join a luncheon to listen to CLP Power's Chief Operating Officer, Mr. Richard Lancaster, speaking to us about CLP’s offshore wind farm proposal including details about the construction method, their process of stakeholder engagement, the business plan and economics.

The recent announcement that CLP’s proposed offshore 200MW wind farm capable of generating enough power for 80,000 households is technically feasible and environmentally acceptable is very exciting news for Hong Kong and indeed the world. Once completed in around the middle of the next decade, the proposed wind farm would be comparable to the world's largest - 91 turbines with a 209MW capacity in the North Sea off the west coast of Denmark

CLP’s proposed plans for 67 wind turbines 135 metres high near the Ninepin Islands, about 10km east of Clear Water Bay in Sai Kung. The turbines have been shifted 1km east in response to residents’ concerns about the visual impact. CLP are presenting this renewable energy opportunity in Hong Kong.

In response to the Hong Kong Government’s 1-2% renewable energy (RE) target and the community’s desire for renewable energy. The initiative will also contribute to achieving CLP’s voluntary target in its Climate Vision 2050 of increasing the non-carbon-emitting generating capacity in the portfolio to 20% by 2020.

A Bizarre Unregulated Carbon Bazaar?

 

Lord Nicholas Stern described climate change as "the biggest market failure in history" - a market failure to which carbon trading is meant to be a market solution. Yet, the plummeting price of carbon down as low as €8 - far below the €30-€45 range at which renewables can compete with fossil fuels means that the use of fossil fuels continues unabated. As policymakers debate ways to effectively reform derivative markets, little attention is being paid to how and whether new financial regulations will be adequate to govern the carbon derivatives markets, which many experts believe may eventually be larger than the credit derivatives market. This seminar will give an overview of the impacts of the financial crisis on carbon. We will also give a brief update on improvements announced at Poznan by the CDM Executive Board and an update on climate policy and law in Australia and China and the recent announcement by the National Reform and Development Commission (“NDRC”) that Hong Kong companies can now operate CDM projects as wholly foreign owned enterprises.

Launch of ‘Business Guide to Emissions Reduction’
Capitalising on the Business Opportunity

The Climate Change Business Forum (CCBF) in partnership with the Hong Kong General Chamber of Commerce has launched a new guide to emissions reduction written specifically for businesses in Hong Kong. In line with CCBF’s mission to bring businesses together to share best practice and inspire companies to take action through the provision of up to the minute research and information, the new guide is aimed at encouraging organisations from all industries to make better purchasing choices and operational decisions. Through the publication of the Guide CCBF also aims to highlight the emergence of business prospects which, in light of Hong Kong’s burgeoning ‘responsible consumerism’ represent, “…a tremendous opportunity”

Hong Kong is currently faced with three major challenges: a global economic crisis characterised as the worst since the Great Depression of the 1930s; climate change that poses serious risks to the well-being of humankind; and local environmental degradation that threatens to dissipate the community’s effort in pursuit for a better quality of life. We cannot afford to deal with them one by one. We need a smart solution to deal with them, all at once – a Green New Deal.

Carbon Roundtable Series II:
Carbon Audits for Buildings – Guidelines and Funding
Co-organised with HKGCC

 

To reduce GHG emissions arising from electricity consumption in buildings, the Environmental Protection Department and the Electrical and Mechanical Services Department have drawn up a set of guidelines to help building owners and managers implement carbon audits. As a cosmopolitan city, we have a part to play in supporting the global effort to combat climate change.

 

  • To what extent can the Carbon Audits Guidelines be an effective means to help buildings achieve energy conservation and alleviate climate change?
  • What are the criteria to apply and make use of the ECF to conduct energy efficient projects?

 

The roundtable discussion, was jointly organised by the Hong Kong General Chamber of Commerce and the Climate Change Business Forum.

The Climate Change Business Forum Celebrates it's 1st Anniversary
Hong Kong Steps Up Committment To Carbon Reduction

On 17th March 2009 we celebrated our first year anniversary. Launched one year ago, we have harnessed the collective efforts being made by businesses in the fight against climate change to become the territories foremost platform for exchange of best practice amongst companies committed to reducing their carbon footprints.

Since our launch, the issue of climate change and the importance of carbon reduction in Hong Kong has increased considerably; the high level support that we receive from Hong Kong’s business community is testament to our importance. In one year we have secured the membership of 27 high-profile companies from across Hong Kong’s transport, communications, energy, property and financial services sectors.

According to our Patron Chair Mr Chun-ying Leung, “The climate change challenge is significant and requires immediate action. I have been very encouraged by how quickly CCBF has grown in one year and by our members’ commitment to reducing emissions and sharing best practice. We expect the forum to grow as climate change goes further up political and business agendas.”

We celebrated our anniversary with our members and supporting partners in the Makumba Bar. Mr. Sunny Yeung kindly performed a musical piece to celebrate the anniversary.

Adaptation Workshop

According to the Inter-governmental Panel on Climate Change (IPCC), one of the anticipated effects of climate change is an increase in both frequency and intensity of extreme weather events, such as hurricanes, floods, tropical cyclones and droughts. In short, effective adaptation against extreme weather events is vital in Hong Kong and managing this risk is critical for business.
This dynamic, interactive and fun CCBF workshop is facilitated by

Celebration of Hong Kong Earth Champions

On November 8th, 238 individuals and organisations chosen as Earth Champions took part in celebrations at Cyberport. Earth Champions are regarded as everyday heroes who are devoted to bringing a better environment to this city.

CCBF was delighted to be nominated as an Earth Champion in the organisation category and Ciara Shannon was honoured to be chosen by the judges as an Outstanding Earth Champion in the individual category.

Since its foundation in 2000, the Earth Champions Foundation has taken its campaign to create a positive climate of hope from Australia to Switzerland, spreading the message also to different parts of the world. Hong Kong is proud to be associated with this meaningful movement. According to Hong Kong's Environment Secretary Edward Yau: " The innovation and enthusiasm that have driven the Champions in their pursuit of their environmental cause are reflective of the can-do spirit of the people of Hong Kong".

Shell Energy Scenarios to 2050:
Blueprint and Scramble

This CCBF Carbon Grill provided the opportunity to learn from Shell’s experience in using scenarios to guide their business decision making. Experts from Shell outlined two scenarios:

SCRAMBLE where nations rush to secure energy resources for themselves, fearing that energy security is a zero-sum game, with clear winners and losers. The use of local coal increases and greenhouse gas emissions continue to rise, making dangerous climate change more likely.

BLUEPRINT is where cross-border cooperation and energy efficiency drivers allow both energy security and reducing emissions to make dangerous climate change less likely.

CCBF Seminar: Kyoto Post 2012

This seminar discussed formal international negotiations on the Kyoto Protocol Post 2012, as well as a compelling alternative known as Kyoto 2 that is gaining credibility informally. The seminar also considered how aviation and shipping are likely to be affected by plans proposed by the EU.

CCBF Patron Chair, C Y Leung gave a brief overview followed by moderation by CCBF's Project Director Ciara Shannon.

Our keynote speaker was Mr. Oliver Tickell, Author of Kyoto 2.

Fresh from launching the Hong Kong Earth Champions Quest for every day eco-champions on Friday 1st August, Sir Crispin Tickell addressed a 70 strong gathering at the luncheon on Monday 4th August.
 
Taking Deng Xiaoping's quote as it's inspiration Sir Crispin delivered a thought provoking and insightful lecture on China's approach, past, present and future, to climate change and how it has much to teach the rest of the world.

CCBF Joins
"Green Hong Kong • Carbon Audit”

On Thursday 24th July the Environment Bureau launched the first guidelines for conducting carbon audits on buildings. The CCBF has joined "Green Hong Kong • Carbon Audit” as a Carbon Audit • Green Partner” and signed the Carbon Reduction Charter, pledging to carry out activities in support of the GHG emission reduction.

CCBF Carbon Grill (1):
Understanding the Link Between
Science and Economics

April 15th saw the launch of the Carbon Grill Series designed to ignite a hard-hitting debate between international climate change leaders. This event was kindly sponsored by John Swire & Sons.

Eminent UK Professors John Shepherd and Simon Dietz discussed the science behind climate change and economics in an increasingly carbon constrained world. Hugh Chiverton, Head of Radio 3 and Professor Bill Barron, of HKUST led the charge with an intense questioning of the professors after they had presented their argument.

Seminar - Proposed Mandatory
Building Energy Codes
Do They Go Far Enough?

Including presentations by experts in their fields, Ir Elvis Au, (JP Principal Assistant Secretary for the Environment), Ir S. K. Ho, (Chief Engineer, Energy Efficiency, EMSD), Kevin Edmunds (Chief Operating Officer, BEC) and Philip Yu (Director, Trane Pacific) and panel members Edwin Lau, (Director Friends of the Earth) and KS Wong (Vice Chair of Professional Green Building Council), this seminar, in conjunction with WWF, discussed the opportunities and challenges of the Government's proposed mandatory building energy codes to Hong Kong.

The seminar focused not just on whether the codes are required, but how they ought to be implemented and what benefits can be expected, and asking the question of whether the codes go far enough?
